Russias minister of science and higher education signed a decree that came into effect on 7 February 2021, which orders state-run universities and other higher education institutions to return to in-person teaching taking into account Rospotrebnadzor guidelines and the COVID-19 situation in their respective region. Universities are required to observe safety rules, such as social distancing, face masks, temperature screening, etc. State-run universities were ordered to switch fully (in Moscow and St Petersburg) or to some extent (in the rest of Russia) to distance learning in November 2020 in connection with the COVID-19 pandemic.
